讓孩子完成入學,是助學工作的重要起點,但不代表失學問題已經解決。真正的挑戰,是孩子能否在接下來的日子裡持續到校,並在遇到困難時及早得到支持。

Helping a child enrol is an important beginning, but it does not mean the problem of being out of school has been solved. The deeper challenge is whether the child can keep attending and receive timely support when difficulties arise.

缺席背後可能有很多原因

Absence can have many causes

孩子可能因疾病、家庭搬遷、交通困難或家庭收入不足而無法到校。有些孩子需要工作,有些要照顧弟妹、分擔家務,或在家庭面臨突發困難時被迫離開教室。這些情況不一定會立刻被外界看見,也不能只用「有沒有入學」來判斷問題是否已經改善。

A child may miss school because of illness, family relocation, transport difficulties or insufficient household income. Some children must work; others care for younger siblings, take on household duties, or leave the classroom when their family faces an emergency. These pressures may not be immediately visible, and enrolment alone cannot show whether the problem has truly improved.

資訊延遲,可能讓短期缺席變成長期失學

Delayed information can turn absence into long-term exclusion

在偏遠地區,一次家訪需要交通、人力與時間。老師可能先注意到孩子沒有出現,但訊息若沒有被及時整理與傳遞,NGO或協助者可能要等到孩子長期缺席後才知道。有限的家訪資源也難以同時前往每一個家庭,因此需要更清楚的資訊,協助判斷誰最需要優先關心。

In remote areas, every home visit requires transport, people and time. A teacher may be the first to notice that a child is missing, but if that information is not organised and shared promptly, an NGO or supporter may not learn about it until the absence has become prolonged. Limited visiting capacity cannot reach every household at once, so clearer information can help identify which families need attention first.

Daily records can direct attention where it is most needed

網站規劃由老師或NGO記錄每日出席、合理請假與異常缺席。當異常持續時,紀錄可以提醒學校或NGO進一步了解原因,協助把有限的家訪交通、人力與時間,優先用在真正需要關心的家庭,而不是取代現場人員的判斷。

The website plans for teachers or NGOs to record daily attendance, legitimate leave and unusual absence. When a concern continues, the record can prompt a school or NGO to look into the reason and direct limited transport, staff time and home visits towards families that most need attention. It is not intended to replace the judgement of people on the ground.

未來應公開的,不只是「已入學」

Future public information should show more than enrolment

在保護孩童個資的前提下,未來的公開紀錄希望呈現:孩子是否已入學、是否持續到校、缺席的概略原因、是否完成追蹤、家庭遇到哪些困難,以及獲得協助後是否返回學校。這些資訊能讓大眾檢視援助是否真正支持孩子持續學習,而不是只完成一次入學程序。

While protecting children’s personal information, future public records aim to show whether a child enrolled, continued attending, the general reason for absence, whether follow-up occurred, what difficulties the family faced, and whether the child returned after support. This can help the public assess whether assistance truly helps a child remain in education, rather than merely completing an enrolment step.

科技縮短時間,但信任仍由人建立

Technology can shorten delays, but people build trust

網路可以縮短老師、學校、NGO與援助者之間傳遞資訊的時間,也能協助整理紀錄、發出異常提醒及進行查核。但網路不能取代老師每天的觀察、NGO實地家訪,或家庭願意說明困難所需要的信任。系統只能協助人做得更及時、更有依據。

The internet can reduce delays in sharing information among teachers, schools, NGOs and supporters. It can also help organise records, flag unusual patterns and support verification. But it cannot replace a teacher’s daily observation, an NGO’s home visit, or the trust a family needs before speaking openly about difficulties. A system can only help people respond sooner and with better information.

如何避免增加老師的行政負擔?多久的缺席應該提醒?如何區分合理請假與需要追蹤的情況?如何讓公開資料足以被監督,又不傷害孩子與家庭?這些問題仍需要在試行中檢查與改善。我們邀請老師、NGO、捐款人、研究者及大眾提出建議,一起思考什麼才是對貧童有效的援助,並透過共同集思廣益改善網站的做法。

How can records avoid adding an unreasonable administrative burden for teachers? When should an absence trigger attention? How should legitimate leave be distinguished from a situation needing follow-up? How can public information support accountability without harming a child or family? These questions still require testing and improvement. We invite teachers, NGOs, donors, researchers and the public to share suggestions, consider what support is genuinely effective for children in poverty, and improve the website’s approach through collective thinking.

孩子是失學問題中最弱勢的一方,無法獨自克服貧困、交通、童工或照顧家人的壓力。透過持續紀錄與異常提醒,加上老師、學校、NGO、援助者及大眾的支持,我們希望形成一張支持網,及早扶住遇到困難的孩子,不讓他們悄悄離開學校。

Children are the most vulnerable people in the problem of being out of school. They cannot overcome poverty, transport barriers, child labour or pressure to care for family members on their own. Through continuous records and alerts for unusual absence—together with support from teachers, schools, NGOs, supporters and the public—we hope to form a network that reaches children early and does not allow them to disappear quietly from school.
